The Cleveland Landmarks Commission is responsible for determining whether buildings, sites or historic districts are eligible for designation as landmarks. Cleveland City Council approves the designations.

The commission follows established criteria listed in the Landmarks Ordinance and uses the Secretary of the Interior’s Standards for Rehabilitation to review proposed changes.

Through the issuance of Certificates of Appropriateness the commission reviews building and demolition permits for Designated Cleveland Landmarks and Districts.

The commission also offers feedback on concept plans, but it does not formally approve or disapprove them at that stage.

Local Design Review Committees act as advisory committees to the Landmarks Commission within designated historic districts.

NOTE: This meeting could run as long as 3 hours, and because the commission has been holding hybrid meetings – with some people at City Hall and others joining via WebEx – you may have a better time hearing and viewing all meeting participants in person.

First on today's agenda is CERTIFICATES OF APPROPRIATENESS. 1. Case 24-021: Ohio City Historic District-Fratus Residence – 1797 West 31st Place Exterior Renovations. The roof replacement will be the most important part. Window replacement will also be repaired. This was passed.

Next up is Case 24-047: St. Patrick Church, School, Cemetery, and Accessory Buildings Puritas Community Middle School – 17720 Puritas Avenue Signage. They are not in attendance, but if they call in that will be suitable.

3 we have Case 24-048: Ludlow Historic District 2981 Ripley Road Renovations. Jeff Steinburg, who is the realtor is in attendance. This house has been sitting vacant for over a decade. Motion was passed, as presented. The 2 houses are circled below.⤵️

4 we have Case 23-125: Grantwood Allotments Historic District. 10834 Grantwood Avenue Demolition. Jillian Bolino, with the housing dept has said that this have boarded this house up 6 times. Est. to be vacant since 2012. The 2 houses are circled below⤵️

The state of Ohio has recognized that there is a housing shortage across the state. Ava Schmidt - Neighborhood Development Planner-FAMICOS FOUNDATION spoke. Her audio was coming in & out & Landmarks Commission stuck with it. Chris Loeser & Julie Trotthas issues w/ the demolition

Neither was Bob Strickland, but he said funding be directed towards maintenance. Bob also moved to deny this demolition. He also moved to deny Grantwood Ave. Motion to deny passed unanimously.

we have Case 24-049: East Boulevard Historic District - 1077 East 97th Street Demolition. Jillian Bolino, with the demo bureau spoke again. The property has been condemned since 2018, and has been boarded up 4 times. Condemnation notices doesn't put that there was a fire.

The owner's plans were to raise the property. Last year, there was an attempt to sell the property. The owner of the property is in Connecticut. Ava Schmidt has switched to her phone, and the audio is better. She says there is a pipeline of houses that they need to address.

1077 E. 97th Street has been denied. The person dealing with the Puritas Ave. has not appeared. It'll be postponed.

They are doing a full renovation of the building. There is a lot of broken windows. They will also be replacing all the ramps, and a metal guard rail as well.
Onto Design Review Advisory Committee Appointments. Alex Frondorf from Kerry McCormack is presented.

Alex Frondorf is here to speak. Alex is currently an attorney at the national labor and employment law firm Littler Mendelson, P.C. Michelle Anderson said that she'd like to see his involvement in the community continue. There are 4 other various design committees.

When his position changes, he can be on the waitlist to come back to the Historic Ohio City Design committee. Julie Trott said that they might need to explore this more. Bob Strickland puts forth Alex to appoint the committee for 2 years. Julie Trott was the only one w/ the no.
