• The Finance & Property Division presented the 2024 Current Service Level Budget, which is the “cost of funding the people and programs approved by the council in the 2023 budget pushed forward into 2024.”
• Council members Goodman, Koski, Payne and Wonsley said there is a lack of transparency with departments reallocating funds under $175,000 without telling the council.
• Report shows expenses across all funds are growing at 2.1%. Revenues across all funds are growing at 4.3%. Still, there are limited resources for new ongoing spending in the General Fund, due to offsetting revenue and expense increases. (Slide 4)
