Received a presentation on the Fourth Quarter 2023 Financial Status Report.

Approved a legislative directive requesting a twice year report related to personnel matters by a vote of 8-3, with Council Members Palmisano, Vetaw, and Jenkins voting no.

• Those opposed to the legislative directive suggested this would place unnecessary burdens on staff, and that this was not feasible with the current state of the city’s Human Resources software.
• Those supporting the directive insisted this information was essential for the council to use in considering amendments to the city budget.

A resolution amending the 2024 General Appropriations resolution by transferring $150,000 from unobligated General Funds to the Community Planning & Economic Development Department for small business loans for rideshare companies was withdrawn.

• City staff provided an overview of the existing Small Business Program, Business Tech Assistance Program and other support CPED offers to small businesses, including rideshare companies.
