On the consent agenda, the board approved items from committees’ meetings, which include:

• Sale of approximately $67 million of tax-exempt general obligation refunding bonds. Increase the 2024 Local Affordable Housing Act fund budget by $10 million and approve 8 FTEs.
• Negotiation with Minneapolis for: Signal and accessibility improvements on Glenwood Ave, and adjust the budget with an estimated cost of $2.5 million, where the majority of funding comes from federal and state.
• Multimodal improvements on Park and Portland Ave as part of 2024 Cost Participation and Partnerships. Negotiation with ACES to sell electricity generated from HERC into the wholesale electricity market.

The board also agreed to delegate authority for the Hennepin County Attorney to approve and sign outside counsel agreements and amendments for special criminal prosecution with the allocated budget of the County Attorney’s Office. The vote was 5-1, with Commissioner Anderson opposed.
